Cowboys CB Pacman Jones was granted a partial reinstatement by NFL commissioner Roger Goodell on Monday.

Jones will be allowed to participate in organized team activities, training camp and preseason games. It's a big step toward the troubled player's full reinstatement in the league, in which he hasn't played since 2006 after myriad run-ins with the law. Goodell reportedly told Cowboys owner Jerry Jones that Jones' "continued participation in the NFL depends on demonstrating that he can conduct himself in a lawful and reliable manner."

Commentary: The Cowboys traded a third-round pick to Tennessee for Jones, but they have something of a "throw-back" clause for a reason. They get a fifth-round pick back from the Titans if Jones gets in trouble again, and a fourth-round pick if he isn't fully reinstated. That says a lot more than any soundbyte the Cowboys may provide.

Fantasy Impact: If Pacman is cleared to play, he instantly upgrades the Cowboys' return game. He has three returns for touchdowns in his short career.
