Baltimore quarterback Steve McNair has "substantial soreness" in his non-throwing shoulder, but coach Brian Billick has not decided whether McNair or Kyle Boller will play Sunday against Cleveland.

Commentary: McNair already missed two games to rest injuries, and it looks like he won't make it through the season. Or until next season. He has too much wear and tear and is no longer effective. The Ravens should let Boller take over and give him a second chance to prove he was worth the first-round pick they spent on him in 2003.

Fantasy Football Impact: Neither quarterback has done much, but Boller has three touchdown passes to McNair's two despite 71 fewer attempts.
