Cornerback and kick returner Chris Carr has signed an offer sheet with the Tennessee Titans. The Oakland Raiders will have seven days to match the offer.

Commentary: Chris Carr is a cornerback with only four starts over the course of his three year NFL career. He had his best season as a corner last year, posting 24 tackles. That said, this signing is more about special teams as Carr is a very good kick return man. In fact, he has the most kickoff returns (201) and kickoff return yards (4,841) in Raiders history.

If the Raiders don’t match the offer, Carr will be able to join the Titans without them having to give up a draft pick because he joined the Raiders as an undrafted free agent out of Boise State in 2005.
