After all the money Uncle Al have been giving to players before they played, he should take care of players that have contributed before. Burgess had 27 sacks in his first two seasons and if healthy, he can still produce better than the rest of DEs on the roster. He's sitting out at a salary that's at $2 million and indeed he should. And if he does show up and play, he wont be happy. And the Raiders know how a player plays when he is unhappy. He'll just play through his final year, become a free agent, and put up good numbers with a different team.

If he agrees to a performance based contract with a raise in base salary, they should sign him. Don't trade him to the Patriots and end up seeing him with double digit sacks. What's the worse that can happen? If he performs well then the Raiders have a elite rusher, and if he doesn't, it'll just be a prize for those first two seasons he was underpaid. Besides if most of his salary is incentives based on his performance then the Raiders wont have to worry much if he doesnt play up to their expectations.
