I really disagree with this. I believe Burns would be a better fit than Todd. Burns has excellent speed and that creates oppritunities for the offense with the new spread system. With everyone spread out Burns has room to run and get out of trouble,which would make the defense more watchful of him, which would help out the run and the pass. It's a dominoe effect. Though i beleive Todd is a better passer, in the spring game Burns had great success passing. I dont think his accuracy will be a problem.
