I understand why Garcia might prefer Tampa Bay's situation over the Raiders'. He would be more likely to start here until he retires. In Oakland, he knows the Raider will likely use their top draftpick on a QB. If they do, then they are likely to expect that new QB to start and soon! That would mean benching Garcia at some point this season or after this season. He wants to play, not spend his last years on the bench. Coach Gruden has probably seen enough, of Gradkowski and Simms, to know Garcia (or Plummer) should be his starter. Keep developing the young guys in the meantime. Does this make sense? It does to me.

Garcia chose the Bucs over the Raiders because of the money! Period. He only has a few years left, yes, but he isn't worried about being on the bench, i.e. Lions,Browns,Philly, all as a reserve. It's the money!! Even if the Raiders get Russell, Garcia would start. If Russell comes right in and starts as a rookie, that will not benefit the team or the kid.
Forcing rookies to start is an act of desperation, and often fails.Looking at the Raiders, I would hope they haven't quite gotten to that point. I must say this though, the Bucs have again duped Oakland, Gruden, Sapp, and Garcia, are all moves the Bucs made that bettered their team and worsened Oakland. This move should help Simms assimilate to the league a little better. Garcia is a hard-working pro, and that will benefit any youngster.
