Interesting idea, although it will likely be years before we see any fundamental change in format.

Your 14 traditional bowl games would consist of 28 teams. How do you get from their to a final 4? Also, as you point out, it is asking a lot for fans to travel to 4 or 5 different games in a 3 week period. Attendance would be a huge issue in this scenario to the point of making it almost impossible to pull off.
