The best time to get rid of a player is when he still has value, but does not fit into the future picture. Without a doubt, Pennington is coming off a top performance, and his value could not be higher than it is today. It would not surprise me in the least to see Henne and Beck play much of the preseason, protecting Pennington from injury, and then see him dealt to a team who finds themselves in need of an instant starter due to some preseason injury. He would be worth a top draft pick, and would also move aside and make room for Henne to take his place, after a season of "seasoning" that the coaching staff seem to think quite highly of. I have no idea about the second season slump and how this could occur here. Also, QB's are effective into their late 30's, so his age of 33 isn't as big a deal as it might be at some other position. Yet value is the key - it permeates throughout the game today - his value is as high as it can get today - as much as it might seem ridiculous, I think they should trade him before next season.
