There is no need for a tiebreaker. The 1976 Steelers are the gold standard for NFL defenses. They gave up a meager 9.9 points per game. They only gave up 28 points total over the last 9 games of the season (that's 3.1 points per game). They had 5 shutouts during that season. They had 46 takeaways (3.3 per game). No other defense measures up so no tiebreaker is needed. However, if there was some sort of tiebreaker it would have to be related to the performance of the unit as a whole. How many players made the Hall of Fame is too arbitrary. You can't measure current defensive units against defenses from 30 years ago on anything but on-field performance.
